Considering the increasing number of corona patients, the government has decided to extend the lockdown for two weeks but has also announced reliefs. That is, the lockdown-3 will be much softer than the previous two lockdowns. In which there will be relief in many activities not only in the Green Zone but also in the Red Zone.
Limited services will be available in the Red Zone. But barring the cantonment area and the buffer zone around it in the Green and Orange zones, barbershops, liquor, cigarettes, pan, gutka, and tobacco shops will be allowed to open in other areas. Goods will also open in the green zone. However, goods, cinemas, etc., including air, train, bus, and metro services will remain closed throughout the country. According to the list released on Friday, there are currently 130 red zone districts, 284 orange districts, and 319 green zone districts. Obviously, a large part of the country will start a business. It will be reviewed every week.
What will remain closed, what will be allowed
In fact, the order of opening the lockdown will begin from phase three. During Lockdown-3, people will not be allowed to leave the country except for essential services from 7 pm to 7 am. During this period, the local administration can implement section -144 to stop the movement of people. During this time, rail, air, metro, interstate bus services will not run. Schools, colleges, and other educational institutions, hotels, restaurants, bars, cinema halls, malls, etc. will remain closed.
Religious, political, cultural, social, and sports gatherings will remain banned as before. There will be a ban on leaving the home for the elderly over 65 and under 10 years of age, as well as pregnant women and patients suffering from serious illness throughout the country. They can only go out for urgent work or for treatment. According to the Ministry of Railways, all passenger train services were canceled till 17 May. The movement of migrant workers, pilgrims, tourists, students, and other persons stranded at various places by ‘Shramik Special Trains’ will continue. Freight and parcel trains will continue operations.
But the package of relief will not be any less. In the new guideline, separate relief has been announced for Red, Orange, and Green zones. These have given different relief in urban and rural areas. Till now, no activity was allowed in the Red Zone district. But now many activities have been allowed in the rest of the district except the container area and the buffer zone on its fodder side.
What will be discounted in green zones
The country is being divided into Red, Orange, and Green zones. All major economic activities in the Green Zone have been exempted. According to the latest order of the Home Ministry, buses will be able to run in green zones, but the capacity of the buses will not exceed 50 percent. Similarly, more than 50 percent of the employees will not work at the bus depot. Institutes that provide essential services and goods, including barbershops, salons, will also open in the districts of the Green Zone of the country from May 4. Cinema hall, mall, gym, sports complex, etc. will remain closed.
Cab Permitted in Orange Zone
There will not be an exemption for operating buses in the Orange Zone, but cabs will be allowed. Cabs like Ola, Uber, banned in the Red Zone are also allowed to run in Orange. But they will be able to seat only one passenger. Industrial zones will start in the Orange Zone and complexes will also open. Barbershops, salons, etc. will remain closed in the Red Zone. Detailed information about this will be given by the Ministry of Home Affairs.
There are 130 districts in the country in Red Zones i.e. there are hotspots of Coronavirus. The entire Delhi is in the Red Zone. Large industrial centers like Mumbai, Ahmedabad, Surat are also in Red Jones, where very little concession will not be available.
They will get relief in the red zone
– Here people will be allowed to and fro for some services by private vehicles. But apart from the driver, only two people will be able to sit in the car. In the case of a two-wheeler, only the driver will be allowed to travel.
Industrial cities and regions have been completely exempted from functioning, along with SEZ (Special Economic Zone) and EOU (Export Oriented Units). Along with this, units of IT hardware have also been exempted along with the entire supply chain including essential goods, medicine, medical equipment, and other manufacturing units for them.
What discounts will be available in rural areas red zone
The situation in rural areas in the red zone district will be exempted from all types of economic and construction activities in the entire district except the Containment Area and Buffer Zone, including MNREGA, Food Processing Units, and Eat-Bhatta.
All shops and malls will open and there will be no restriction on any activity related to agriculture.
– All types of financial activities including bank, insurance will be fully operational.
Special ashrams for the care of women, widows, elderly, and children, including Anganbadi, have been given permission to work.
– Courier and postal services will also be allowed here.
319 districts in the country in the Green Zone
There are a total of 739 districts in the country, out of which 307 are still untouched by corona i.e. more than 40 percent. These 319 districts are Green Jones. After May 3, in these districts factories, shops, small industries including transport and other services have also been allowed to open fully with conditions. Significantly, the districts where there is not a single case of coronavirus infection for the last 21 days are declared as green zones. Earlier this period was 28 days, which was reduced to 21 days by the Union Health Ministry.
PM gave hints at the meeting of Chief Ministers
In fact, in the video conference held on Monday with the Chief Ministers of PM Narendra Modi, most of the Chief Ministers had demanded to increase the lockdown. During this time, PM Modi had highlighted the importance of strictly implementing guidelines for states in hotspots i.e. red zone areas. He said that states should be directed to change the red zone to orange and then to green zones.
Significantly, 1,993 positive cases have been reported in India in the last 24 hours, taking the total number of cases to 35,043, out of which 25,007 cases are active. Around 600 people also recovered in 24 hours. Despite the recovery rate exceeding 25 percent in the country, the number of patients with the Coronavirus is increasing continuously. This is the reason that caution is being taken in the country.
